Caracas-resolusjonen

Vi undertegnede:

1. Fordømmer USAs brutale angrep mot Venezuelas suverenitet og kidnappingen av landets lovlige leder, president Nicolás Maduro, og førstekvinne Cilia Flores. Vi hyller de venezuelanske og kubanske forsvarerne som ga sine liv i motstand mot det amerikanske angrepet, og sørger over alle sivile ofre for denne imperialistiske aggresjonen.
2. Anerkjenner USA som et nybyggerkolonialistisk prosjekt; Monroe-doktrinen som den hemisfæriske og, i økende grad, globale utvidelsen av dets grunnleggende logikk; og «Trump-tillegget» til Monroe-doktrinen som en farlig ny fase av militær aggresjon som søker å dominere den vestlige halvkule i sin helhet.
3. Erkjenner at det siste angrepet kun er det seneste kapitlet i en langvarig hybridkrig — ført med kvelende sanksjoner, marineblokader, leiesoldatangrep og sabotasjeforsøk — rettet mot å demontere den bolivarianske revolusjonen lansert av Hugo Chávez og videreført av det venezuelanske folket under ledelse av Nicolás Maduro og det Forente Sosialistiske Partiet i Venezuela.
4. Anerkjenner at Venezuelas revolusjonære prosjekt ikke bare angripes på grunn av landets enorme ressursrikdom. Som en bevegelse mot sosialisme — historisk den sterkeste garantisten for suverenitet — blir den bolivarianske revolusjonen angrepet på grunn av trusselen dens eksempel utgjør for den globale kapitalen. Gjennom store framganger innen fattigdomsreduksjon, likhet, helse, leseferdigheter, bolig, selvforsyning og oppbyggingen av økonomisk uavhengighet og motstandskraft gjennom kommunebevegelsen, demonstrerte den at landets rikdom kan brukes til folkets ve og vel.
5. Erkjenner at det ikke bare er sosialismen som blir angrepet. Nasjonal suverenitet er under angrep overalt. Fra Palestina til Venezuela, Syria til Sahel, Iran til Honduras, forsøkes det nå å rulle tilbake tidligere seiere i kampen mot kolonialismen og å gjeninnføre vestlig kontroll kloden over.
6. Anerkjenner at volden som er integrert i denne prosessen ikke viser imperialismens styrke, men er snarere et symptom på den nødvendige og akutte krisen i den globale kapitalismen, hvis konsekvenser strekker seg langt utover nasjonene som for øyeblikket blir direkte angrepet. Imperialistisk aggresjon i periferien vil fortsette å gå utover arbeidsfolk og marginaliserte grupper også i de imperialistiske sentrene.
7. Frykter at hver episode av imperialistisk vold bringer oss nærmere randen av global krig — en krig som utgjør en eksistensiell trussel mot menneskeheten.
8. Avviser den falske ekvivalensen mellom imperialistiske aggressorer og deres ofre, og fordømmer imperialismens intellektuelle klakører, hvis angrep på stater i det globale sør og deres ledere tilslører hva som står på spill og kveler solidariteten som sårt trengs for å forsvare nasjoner og folk som står overfor angrep.
9. Erkjenner at den globale kapitalen ikke lenger opplever seg begrenset av kompromissene i sosialdemokratiet eller folkeretten. Grunnlaget for fascismens tilbakekomst på den politiske agendaen er nå lagt, og den kommende motstandskampen kan ikke lene seg på disse gamle strukturene.

La Resolución de Caracas

Nosotros, los abajo firmantes:

1. Condenamos el brutal ataque de Estados Unidos contra la soberanía venezolana y el secuestro de su legítimo líder, el Presidente Nicolás Maduro, y la Primera Dama Cilia Flores. Rendimos homenaje a los defensores venezolanos y cubanos que dieron sus vidas resistiendo el asalto estadounidense y lamentamos a todas las víctimas civiles de esta agresión imperial.
2. Reconocemos a Estados Unidos como un proyecto colonial de asentamiento; la Doctrina Monroe como la extensión hemisférica y, cada vez más, global de su lógica fundacional; y el «corolario Trump» a la Doctrina Monroe como una nueva y peligrosa fase de beligerancia militar que busca dominar el Hemisferio Occidental en su totalidad.
3. Reconocemos el último asalto como solo el capítulo más reciente de una guerra híbrida de larga data —librada con sanciones asfixiantes, bloqueos navales, asaltos mercenarios e intentos de sabotaje— dirigida a desmantelar la Revolución Bolivariana lanzada por Hugo Chávez y continuada por el pueblo venezolano bajo el liderazgo de Nicolás Maduro y el Partido Socialista Unido de Venezuela.
4. Reconocemos que el proyecto revolucionario de Venezuela no es atacado solo por su vasta riqueza de recursos. Como un movimiento hacia el socialismo— históricamente el garante más poderoso de la soberanía— la Revolución Bolivariana es atacada por la amenaza que su ejemplo representa para el capital global. A través de logros importantes en la reducción de la pobreza, la igualdad, la salud, la alfabetización, la vivienda, la soberanía alimentaria y la construcción de soberanía y resiliencia económica mediante el movimiento comunal, demostró que la riqueza podía dirigirse hacia la vida.
5. Reconocemos que no es solo el socialismo lo que está bajo asalto. La soberanía nacional está siendo atacada en todas partes. Desde Palestina hasta Venezuela, de Siria al Sahel, de Irán a Honduras, hay un intento descarado de revertir las conquistas de las luchas contra el colonialismo y restaurar el dominio de Occidente a escala planetaria.
6. Reconocemos que la violencia implícita en este proceso no es signo de fortaleza imperial, sino más bien un síntoma de las agudizadas e intratables crisis del capitalismo global cuyas consecuencias se extienden mucho más allá de las naciones que actualmente enfrentan el asalto. La beligerancia imperial en la periferia seguirá rebotando contra los trabajadores y las comunidades marginadas en los centros imperialistas.
7. Tememos que cada uno de estos episodios de violencia imperial nos acerque más al borde de una guerra global— una cuya violencia plantea peligros existenciales para la humanidad.
8. Rechazamos la falsa equivalencia entre agresores imperiales y sus víctimas y condenamos a los agentes intelectuales de la guerra imperialista, cuyo asalto contra los estados del Sur Global y sus líderes ofusca lo que está en juego en la confrontación y ahoga las solidaridades urgentemente necesarias para defender a las naciones y pueblos que enfrentan ataques.
9. Reconocemos que el capital global ya no se siente limitado por los compromisos de la socialdemocracia o el derecho internacional. Se han sentado las bases para el regreso del fascismo a la corriente política dominante, y la lucha que se avecina exige más que apelaciones a estos marcos descartados.
10. Apoyamos el derecho de todas las naciones y pueblos a defender su soberanía de la agresión imperial por todos los medios disponibles y nos comprometemos a preparar nuestros movimientos para estar con esa resistencia mientras entramos en una batalla decisiva por el futuro de la humanidad.

The Caracas Resolution

We, the undersigned:

1. Condemn the United States’ brutal attack against Venezuelan sovereignty and the kidnapping of its lawful leader, President Nicolás Maduro, and First Lady Cilia Flores. We pay tribute to the Venezuelan and Cuban defenders who gave their lives resisting the US assault and mourn all civilian victims of this imperial aggression.
2. Recognize the United States as a settler-colonial project; the Monroe Doctrine as the hemispheric and, increasingly, global extension of its founding logic; and the “Trump corollary” to the Monroe Doctrine as a dangerous new phase of military belligerence seeking to dominate the Western Hemisphere in its entirety.
3. Acknowledge the latest assault as only the latest chapter in a long-standing hybrid war — fought with suffocating sanctions, naval blockades, mercenary assaults, and sabotage attempts — aimed at dismantling the Bolivarian Revolution launched by Hugo Chávez and carried forward by the Venezuelan people under the leadership of Nicolás Maduro and the the United Socialist Party of Venezuela.
4. Recognize that Venezuela’s revolutionary project is targeted not only for its vast resource wealth. As a movement towards socialism — historically the most powerful guarantor of sovereignty — the Bolivarian Revolution is targeted because of the threat its example poses to global capital. Through major achievements in poverty reduction, equality, health, literacy, housing, food sovereignty, and the construction of economic sovereignty and resilience through the commune movement, it demonstrated that wealth could be directed towards life.
5. Acknowledge that it is not just socialism that is under assault. National sovereignty is under attack everywhere. From Palestine to Venezuela, Syria to the Sahel, Iran to Honduras, there is a brazen attempt to roll back the gains of the struggles against colonialism and restore the rule of the West on a planetary scale.
6. Recognize that the violence implicit in this process is not a sign of imperial strength, but rather a symptom of the sharpening and intractable crises of global capitalism whose consequences stretch far beyond the nations currently facing assault. Imperial belligerence in the periphery will continue to boomerang against working people and marginalized communities in the imperialist centers.
7. Fear that each of these episodes of imperial violence brings us closer to the brink of global war — one whose violence poses existential dangers for humanity.
8. Reject the false equivalence between imperial aggressors and their victims and condemn the intellectual agents of imperialist war, whose assault on Global South states and their leaders obfuscates the stakes of the confrontation and throttles the solidarities urgently needed to defend nations and peoples facing attack.
9. Recognize that global capital no longer feels constrained by the compromises of social democracy or international law. The groundwork for fascism’s return to the political mainstream has been laid, and the coming struggle demands more than appeals to these discarded frameworks.
10. Support the right of all nations and peoples to defend their sovereignty from imperial aggression by all available means and commit to preparing our movements to stand with that resistance as we enter a decisive battle for humanity’s future.
